Carthy Taggart, ostensibly the protagonist of the first GR&SB novel, came from an orbital station -- over-pop'd with survivors of the failed colony on the planet below.  This image shows First Ones women who refused to leave as the climatic conditions began to change.  The clouds are a naturally-occurring hydrocarbon condensate which would blanket the planet for decades, generations, before the conditions in the star system changed and made it again possible to colonise.
