Shipwrecked survivors of a galaxy-spanning empire (ruined when the core exploded) settle upon a wetlands world occupied by humans and other species. They then poke through ruins of their Ancient ancestors as they strive to regain space and then, starflight.
Glad to have helped. It's an excellent story and Forster wrote it in 1909, before there was any sort of real science fiction genre as we know it now. I like that he wrote it as a response to H. G. Wells and his utopias. Cool stuff.
Genuinely disturbing. I'd seen this before but forgotten about it--thanks for the reminder.
